Dr. Andy Phillips is the Regional Executive Officer for HSE South-West, overseeing healthcare services in Cork and Kerry. With over 37 years of experience in healthcare leadership across six countries, Dr. Phillips brings deep expertise in clinical leadership, healthcare transformation, and policy development. His current focus is on enhancing patient-centered care and improving healthcare outcomes for the South-West region of Ireland.


Dr. Phillips began his career in clinical research in the mid-1980s with the UK Medical Research Council, before transitioning into consultant clinical scientist roles across the UK. His academic and clinical experience laid the groundwork for his leadership in healthcare systems, where he focused on governance, quality improvement, and patient safety.


Dr. Phillips has held significant leadership roles globally, including Executive Director for Health Improvement and Equity in New Zealand. He pioneered frameworks like "Kindfullness" for improving patient-clinician relationships and has won multiple awards for innovation in healthcare.
