Population Health Delivery

The Population Health Delivery Team provides the Technology and Transformation engagement and delivery function to the HSE’s Population Health functions. These functions include public health services (including health protection, infectious disease outbreak, case incident management and surveillance), environmental health, screening, Beneficiaries of Temporary Protection (BoTP), health improvement and health service development initiatives.

What we do:

  • Currently engaged in the implementation of pivotal strategic ICT projects aligned with the Department of Health’s Digital for Care – A Digital Health Framework for Ireland 2024–2030. This work supports the Technology and Transformation shared strategy and action plan, contributing to the delivery of key elements of Sláintecare’s vision for an integrated health and social care service.
  • Ensure best practice is ingrained in all aspects of Technology and Transformation delivery including governance.
  • Partner with the service to deliver Technology and Transformation solutions that are accessible, transparent, measurable, robust, scalable, ensuring sustainable high-quality care for the entire population in the use of technology and data to underpin effective and efficient care. 
  • Incorporate flexibility and agility into digital solutions from the outset that afford public health the ability to deliver a robust service, and to change and diversify as required.
  • Actively engage with multiple health and social care stakeholders and the private sector to deliver Technology and Transformation implementation, transformation and improvement initiatives through all stages of the project lifecycle.

Examples of programmes and projects where the Population Health Delivery function is actively engaged with stakeholders to embed technology within the HSE include:

  • The National Immunisation Information System (NIIS) (formerly Covax) will serve as a central source of vaccinations facilitating the recording and storing of vaccinations administered via public and primary healthcare facilities and other relevant settings nationwide. It will incorporate vaccinations administered from birth through to adulthood.
  • Provision of a National Infectious Disease Outbreak Case and Incident Management System (OCIMS) to enable management of outbreaks by supporting Public Health practitioners to identify, capture, respond and report on cases and outbreaks in addition to enabling comprehensive infectious disease surveillance.
  • Provision of a sustained technical support model and transition to Business as Usual (BAU) for the Digital Health Status Questionnaire solution which enables the capture of personal and medical information in a multilingual setting for Ukrainian nationals and BoTP.
  • Extending the existing National Environmental Health Information System to support the enforcement of the Public Health (Tobacco Products and Nicotine Inhaling Products) Act 2023 in addition to incorporation of enhancements such as those necessary to support Brexit Port changes and Food Safety Authority of Ireland (FSAI) requirements.
  • Working with National Health Service Improvement and National Health Improvement stakeholders to advise and steer on digital initiatives to assist in addressing health inequalities and improving population health and health equity.
  • Provision of HSE Technology and Transformation governance and project management guidance, advice and assistance to the National Screening Services - Cervical Check Information System “Cara” procurement and implementation – to ensure that the solution aligns with relevant National, HSE, Technology and Transformation digital policies and procedures.
